I just spoke to Rio Arriba County Sheriff Joe Mascarenas regarding the investigation into Kathy Borrego. Mascarenas tells me over the phone his detective is handing in a report to the District Attorney's office "as we speak." From this point, the Sheriff says, it will be up to the DA on how to proceed with charges. An indictment is possible.
So far Borrego has not been officially charged or arrested for allegedly stealing 3.3 million dollars from taxpayers.
